periods of domestic economic instability and exchange restrictions.
The formation of a shadow economy, where it is hidden among the large
quantities of legal money in the world economy that require a certain amount of
secrecy. The volume of grey money transfers, estimated to be over $1 trillion per
year, more than the GDP of most countries, is so big that regulators cannot monitor it
all. The "black" money gets lost in the sea of grey money transfers.
