While on the subject of democracy, the rapid changes in Eastern Europe
that marked the end of the 1980s had significant electronic media ramifications.
The availability of VCRs and small, less obtrusive personal satellite dishes in
Poland and other countries shattered the video monopoly of government-
mouthpiece television stations. Slow change in Poland was visually witnessed by
dissidents in other Eastern European countries and helped propel much more rapid
change in their own nations. It is perhaps indicative of the importance of television
in this process that in Romania, where violent revolution was waged, the capital's
television station became a main battleground and the symbol of reformation.
The implications of these changes for U.S. electronic media enterprises are
enormous. In 1990, Chase Cable of West Hartford, Connecticut, announced plans
to begin building cable systems in a number of Polish cities. The Polish
government also decreed that two of its over-the-air television channels would be
converted to commercial use, with contracts for airing of The Wonder Years and
the Santa Barbara soap opera among the first to be signed. In Hungary, meanwhile,
VGA Europe assisted in the operation of a commercial FM station known as Radio
Bridge, which was selling airtime from a sophisticated grid rate card only weeks
after its 1990 initiation. Programming glasnost even flowered in the Soviet Union
when the talk show Geraldo became the first U.S. series to be scheduled there on a
daily basis. Premiering in March 1991, with a segment on Elvis Presley's death,
the advertiser-supported Geraldo reached some 30 million Soviets over Moscow
Channel 2x2.
