Задачи комиссии:
National Science Foundation and the Central Intelligence
Agency, «recognized its need for an advisory committee that
could provide directed technical assistance as well as
contribute independent observations in computational
linguistics, mechanical translation, and other related
fields» (ALPAC (1966): Preface). The National Academy of
Sciences was asked to establish such a committee.
ALPAC had been set up with a wide brief covering not
just MT but also abstracting, indexing, scanning,
information retrieval, photocomposition, etc… and
obviously the original intention of ALPAC was to evaluate
the whole program.

The bulk of the main report and its recommendations had
been completed by May 1965. The appendices were added in
the following months, and the final report published in
November 1966, demonstrating that MT was not cost9
effective.
Результат:
Progress was much slower than most had expected;
claims for imminent operational systems were increasingly
seen as unjustified (even fraudulent); and in the United
States, the situation was investigated by a committee (the
now wellknown ALPAC), which recommended the end of
support for MT; but even before its report in the mid 1960s,
some groups had been dispersed, disillusioned in the face of
the seeming intractability of dealing with core problems of
syntax and semantics. For more than a decade afterwards,
MT was regarded as having been a “failure”.
