Создание комиссии:
National Science Foundation and the Central Intelligence
Agency, «recognized its need for an advisory committee that
could provide directed technical assistance as well as
contribute independent observations in computational
linguistics, mechanical translation, and other related fields»
(ALPAC (1966): Preface). The National Academy of Sciences
was asked to establish such a committee.

The Chairman was John R. Pierce, who lists himself in
Who’s Who as an electric engineer, others were John B.
Carroll, there listed as a psychologist, David G. Hays, a
systems specialist, probably the member closest to the field,
Charles F. Hockett, a general linguist who resigned from the
Committee, to be replaced by a historical linguist, Eric
Hamp; Anthony G. Oettinger, listed as mathematician, who
like Hays had done some work in the area; Alan Perlis, a
computer scientist.
