INTRODUCTION
Natural resources play a prominent role in social and economical devel-
opment of Russia. Natural resource digging provides more than 50% gross
internal country production. Besides about 70% currency incoming of federal
budget and Russian territorial objects directly or indirectly connected with
natural resources exploitation in Russia.
Traditionally a leading role among natural resources belongs to mineral
and row resources. Russia is considered to be the first country to have the
enormous reservoir of oil, gas, coal, gold, nickel and many other items of
natural resources. The total price of all natural resources exclusively in prov-
en field exceeds $ 28 trillion. Meanwhile natural resources of the continental
shelf and economical area of Russian Federation are not completely proven.
Exclusive importance of legal regulation that concerns natural resources
searching, prospecting, digging, and other their usage is beyond any reasona-
ble doubt. That is proven by increasing legislative activity at Federal Assem-
bly of the Russian Federation. Last years a lot of federal laws were made to
regulate natural resource usage in Russian territory, its continental shelf and
exclusive economical areas. The legislation which regulates general natural
resource usage including subsurface resources, water basins, flora and fauna,
medical natural resources was essentially renewed. At present the legislative
process is intensively carrying on. Urgency of the problem is vividly proven
by the increasing number of scientific works, monographs and researches in
the filed.
Developing market relations in Russia, individuals’ owning some items
of natural resources, negotiating in natural private management strengthens
the role of government in regulating natural resource usage. Western coun-
tries positive experience testifies that government regulating in natural man-
agement is extremely important for appealing the interests as business entities
as well as general community. Due to that, it is possible to provide the stabil-
ity of natural resource usage that means to secure life of next generation.
Body of rules making the system natural resource law requires systemat-
ical approach to its study. So it was widely used the statements and conclu-
sions of the general system theory and system of analysis in the work. Thus,
it is allowed to choose the system defined method in scientific research of the
natural resource law. The activities in natural resource using predetermine the
