consistency of public relation and as a consequence the system of legal body

of rules. Thereby it proves natural resource law as an independent branch of

general Russian Law in the system of legal rules regulating the stability of

natural resource usage.

The system modified method applied for solving the problem allowed to

draw the conclusion that the natural resource law should be distinguished as a

model of natural resource legislation as it characterizes our views as it should

be.

The work describes the characteristics of subject and method natural re-

source law, its system, structure and functions. Public relations which arise

while natural resources using are multifaceted and often required applying

the standards of civil, administrative, land, ecological and others branches of

Russian law. Therefore, some attention was focused on the questions of cor-

relation between the natural resources law and its neighbor law branches.

A large number of regulatory materials, scientific researches, court prec-

edents which were used while preparing the thesis allow to believe that the

work will be much helpful either for studying or in scientific researches,

moreover, to face the challenge concerning natural resources using, negotiat-

ing the statements for its usage, making license for natural resource usage,

prosecuting breaking natural resources law.
