23 Work in small groups and discuss the following:
Crime is an undeniable factor in our society. Crime, the causes of crime and the
punishment of crimes are huge issues for people living in modern societies. There
are three theories why people commit crimes.
a) Decide which theory is more true to life in your opinion.
Theories:
1 Humans are essentially bad and need laws to keep us in order.
2 Humans are essentially good but social and economic problems force us to
break laws.
3 Society is inherently unjust and people break laws in order to strive for justice.
b) Link the theory to the quote that the following people are most likely to believe
in:
1 “This rioting is due to ‘human wickedness’” - Norman Tebbitt.
2 “The riots were ‘not a cry for help, more a cry for loot’” - Douglas Hurd.
3 “The rioting is linked directly to ‘social deprivation’” – George Carey.
4 “The police got a bloody good hiding” – Bernie Grant.
24 Recent figures in Britain suggest that more than one in five people
would not give information about a crime to the police. Numbers varied
according to the type of crime. Nearly one in ten said they would not give
information – even for a rape or a murder. Almost a third said they would
not give details of people using drugs. Would you contact the police if you
had information about the following crimes, and why?
1 a murder?
2 a rape?
3 a burglary at friend’s home?
4 a burglary at home of someone you don’t like?
5 young people using drugs in the city centre?
6 the son of a friend who is using drugs?
7 children buying alcohol underage?
8 a shopkeeper selling alcohol to underage children?

one country/culture but ‘criminal’ in another. For example: possessing
firearms, non-payment of fines etc.
