MRS has bought nine locomotives in the United States, GE C36-8s, to be
converted using bogies from retired GE U23Cs. Gevisa will begin the rebuilding in
Brazil. If it works as expected, it means a railway anywhere in the world can buy a used
standard-gauge locomotive and regauge it.
The concept is not limited to GE locomotives. MRS is discussing whether to buy
used GM SD40s from the Carajas Railway (EFC), which has the same gauge, if EFC
buys new power. But if this fails, MRS may buy used SD40s in the United States, bring
them to Brazil, upgrade them to what US regionals

call SD40-3s, and place them on
available broad-gauge bogies of retired GM SD18s. The bogies will be upgraded with
the mechanical equipment of the newer power. MRS calculated the cost of a second-
generation locomotive, bought second-hand locs and rebuilt them, at one-third to the
price of a similar new locomotive!
An initial objective that anyone might have to this process is quite obvious: the
railway will be spending money to buy locomotives that are 15 or more years old. True,
but in lightly trafficked railways anywhere in the third world, a rebuilt locomotive with
technology of the middle 1980s is good enough.
The technology of changing bogie gauge is available and the cost acceptable.
Obviously this solution is only for lines of light to medium density – it would not be
wise to try to sell this idea to busy carriers like ore-handling Vitoria a Minas Railway.
This railway only buys latest-technology products including locomotives. In power
hungry Brazil they have no problem selling used locomotives.
