Many managers see planning as a dispensable task to be done if time permits. But
it is in fact the most basic and crucial managerial function. By providing a cost-time
framework within which technical operations are organized and executed, planning
bridges the gap between where an organization is at present and where it should be in
the future.
ALL managers must plan. Basically, planning is
the process by which managers anticipate developments
and identify courses of action necessary to achieve
organizational objectives. Thus, planning is a future-
oriented activity directed toward managing change. Because the only certain thing
about the future is its unpredictability, anticipating and managing change is one of the
most difficult of all managerial tasks.
