Возникшая ситуация была настолько деликатной, что если и браться за ее
разрешение, то делать это надо очень тактично.

less. – Если уж менять количественный состав конгресса, то в сторону его
уменьшения, оставив не более четырехсот представителей, а то и меньше.
If considered from this point of view, the problem takes on a new aspect. – Если

(принимает) иной характер.
