Marshal organizational resources - such as time, manpower, information, and funds

- specifically for planning.

Recognize that budgeting is both a planning and a control process. The costs of

carrying out plans must be dealt with. A budget is one of the tangible expressions of the

planning effort.

Remember that planning is related to various time spans: short-range, intermediate,

and long-range.

Keep plans, budgets, and systems as simple as

possible. Most planning involves a large number of

people. Involving only those who are directly affected.

Establish priorities as various plans are

implemented.
