leader must maintain the group's sense of direction and keep the meeting moving.
During the discussion, he should regulate the proceedings, but not lecture. He should
limit his own participation to introducing the subject and asking questions that serve to
provoke and guide discussion. He should keep his role to a minimum. The longer a
discussion leader talks, the more passive the group becomes, and the more difficult the
task of stimulating discussion.
One of the greatest pitfalls of meetings is that participants tend to state their points
in a vague or confusing manner. The discussion leader should clarify obscure
contributions by asking the member advancing the confused views a few pertinent
questions, pointing out the hidden premises in the speaker's statement or rephrasing his
statements.
The relative effectiveness of the solutions arrived at during a meeting depends on
several factors. One of the most important is the extent to which a clear goal has been
defined before, and underlined during, the discussion.
Education in correct meeting procedure is the best way to prevent behavior that
obstructs the smooth functioning of the group. The discussion leader should devote a
few minutes of the meeting to presenting some carefully worked-out rules of order. A
copy of the rules should be distributed to all members of the group and discussed before
the regular business of the meeting is begun. At a minimum, the rules should include
the following:
• All decisions should be reached by a consensus of group members. The
discussion leader should have no pre-established decisions concerning the problems
scheduled. Otherwise, a meeting would not be necessary.
• Everyone should be urged to participate in the discussion. A free and voluntary
expression of ideas facilitates the thinking of group members and contributes to a lively
discussion.
• Participants should speak one at a time and should not interrupt one another. Out
of courtesy to whoever has the floor, private conversations should not be permitted.
